Call for Nominations
OSCE Chairpersonship Youth Forum
Helsinki, Finland
Luxembourg, a participating state the Organization for Security and Co-Operation in Europe (OSCE), is looking submit for nomination two young people of different genders for possible participation in the Chairpersonship Youth Forum in 2025.
From this pool, the Chairpersonship will select one participant from Luxembourg to travel to Helsinki, Finland.

The National Youth Council of Luxembourg (de Jugendrot/CGJL) has been tasked with launching and managing this call for applications aimed at young people fulfilling the following criteria:
- Aged 18 – 29
- Residing in Luxembourg
- Keen interest in Youth, Peace and Security
- Demonstrating a background or affiliation with relevant youth organizations
- Fluent in English (the working language of the event will be English – no translations provided)
- Experience in taking part in OSCE activities is considered an advantage.
Applications consisting of
- CV (1-2 pages maximum, in PDF Format)
- Completed application form with 300word motivation letter (see provided template)
Should be sent to Stéphanie Wies, Deputy Director of the National Youth Council, at stephanie@jugendrot.lu until April 23rd at 23:59 pm.
The National Youth Council of Luxembourg will provide logistical assistance and support to the chosen candidate (for example: booking of flights and accommodation) with funding made available by the Ministry of Foreign of Affairs in Luxembourg.
About the event
The OSCE Chairpersonship is organising a Youth Forum, focused on Youth, Peace and Security (YPS), at the Little Finlandia Event Center, Helsinki, Finland from 29 to 30 July 2025.
The event aims to take stock of and further strengthen the OSCE’s work to advance the YPS agenda within the OSCE. The discussions and contributions of the participants will inform the Chair on the coverage, possible gaps and further needs of current OSCE engagement. This will feed into the Chairpersonship’s work in developing an OSCE-wide YPS roadmap, open for endorsement by all participating States
The Forum will start on Tuesday, 29 July, at around noon, with an expected closing time around 17.00 at the latest on Wednesday, 30 July. On 31 July, the participants will have the opportunity to attend the Helsinki+50 Conference organised at Finlandia Hall.
The Forum consists of panel discussions as well as parallel working groups to discuss current and possible future OSCE activities related to the YPS agenda in each of the three dimensions of the OSCE’s comprehensive concept of security. The young participants are expected to provide recommendations on these topics according to their respective areas of expertise. This information will benefit the engagement of the OSCE and its participating States with young people, while also strengthening the approaches on working with and for youth.
